CONSTITUTION AND BY-LAWS


PREAMBLE


We, the members of the Convention Baptist Youth Fellowship of the Philippines, proposing to unite the youth of the Baptist Faith in the Philippines in a common program of emphasizing the personal acceptance of Jesus Christ as Savior and Lord; of building Christ-centered lives; an encouraging Bible study and intimate prayer life; of developing the whole person; of promoting the program thrust of the Convention of the Philippine Baptist Church, Inc. beseeching the aid of God the Father, God the Son, and God the Holy Spirit, do hereby ordain and promulgate this Constitution.



VISION STATEMENT


The Convention Baptist Youth Fellowship of the Philippines (CBYFP) envisions a wholly matured, fully empowered, readied and trained Christian youth for the furtherance of Christ’s kingdom on earth.

  1. Wholly matured- attaining one’s being through the grace of God (Ephesians 3: 12-19).

  1. Fully Empowered- the power to be a catalyst of change in the society (Acts 1: 8).

  1. Readied- ready to serve humanity as a humble servant of God (2 Tim. 2: 20-21).

  1. Trained- a disciple who faithfully endeavors to entrust and teach the ideals of Jesus Christ (2 Tim. 2: 1-4).


MISSION STATEMENT


The Convention Baptist Youth Fellowship of the Philippines (CBYFP) aims to provide effective and dynamic programs for the full realization of her vision.



ARTICLE I

NAME


            The name of the organization shall be known as Convention Baptist Youth Fellowship of the Philippines (CBYFP).


ARTICLE II

MEMBERSHIP


Section 1.A. Membership is open to all members of the local church youth organization (CYF/BYF) under the Convention of Philippine Baptist Churches, Inc. within the ages ten to sixteen (10-16) for young teens and seventeen to thirty-five (17-35) years old for young people. Youth of the community shall be encouraged to attend and welcomed at any conference of the CBYFP.

Section 1.B. All the local church youth organization shall maintain a list of their active members and submit the same of the national officers every general assembly. In return, the secretary of the CBYFP shall maintain the profile of the national organization.

Section 2. All the local church organization (CYF/BYF) shall have an annual membership fee of one hundred pesos (P100.00), which shall be paid to the CBYFP treasurer.


ARTICLE III

DUTIES AND RELATIONSHIPS


Section 1. Members are to be loyal to the organization and uphold its Constitution.

Section 2. Member must faithfully attend the activities of the CBYFP and at the same time, to embody in words and in deeds the mission and vision of the organization.



ARTICLE IV

RELATIONSHIPS


Section 1. The CBYFP is a national organization, which seeks to unite all local church youth organizations (CYF/BYF) in the Convention area. It is the coordinating body of the assembly of the local church youth organization (CYF/BYF).

Section 2. The provincial unions and circuits could exist for fellowship, planning, implementing programs suited to their own needs. They (the provincial unions) shall have the power to make policies which will promote the objectives embodied in the Preamble and should encourage the local church youth organizations (CYF/BYF) in their territorial jurisdiction to cooperate with the CBYFP programs.

Section 3. The CBYFP as an auxiliary organization of the CPBC, Inc. shall coordinate with the General Secretary of the CPBC, Inc. and with the youth-at-large representative in the CPBC Board of Trustees.

Section 4. The CBYFP shall maintain fraternal relationships with the National Council of Churches Youth Desk (NCCP), Kalipunan ng mga Kristianong Kabataan sa Pilipinas (KKKP), Asian Baptist Youth Fellowship (ABYF), Christian Conference of Asia Youth Department (CCA), Baptist World Alliance Youth Department (BWA) and World Council of Churches Youth Department (WCC).


ARTICLE V

YOUTH BOARD AND OFFICERS


Section 1. The Youth Board shall be the operating body when the General Assembly is not in session. It shall be composed of six (6) Executive Committee (EXECOM) officers and presidents of the provincial or Kasapulanan youth organizations (BYFU/CYFU).

Section 2. The officers shall be President, Vice President, Secretary, Treasurer, Auditor and Public Information Officer (PIO).

Section 3. In case the President of the provincial Kasapulanan Youth Organizations (BYFU/CYFU) shall be elected as an officer, his/her Vice President shall automatically replace him/her as Youth Board Representative.

Section 4. Only registered delegates during the assembly and baptized members of CPBC, Inc. member churches may become officers of the CBYFP.

Section 5. Duties and Responsibilities of Officers

5.a. The President shall preside over all meetings of the CBYFP. He/she will also be the one of the signatories of any legal transactions conducted by the CBYFP.

5.b. The Vice President shall succeed the President for the unexpired term upon the latter’s resignation, incapacity, inability to discharge the duties pertaining to his/her office. He/she will also serve as the chairperson of the Program Committee, and do such duties as may be assigned to him/her by the Youth Board.

5.c. The Secretary shall be responsible for keeping records and minutes of the meetings of the Youth Board and CBYFP Conference. He/she will take charge of the correspondence of the Youth Board.

5.d. The Treasurer shall have custody of all funds and properties of the CBYFP. No disbursements shall be made by the Treasurer except upon prior written authority of the Youth Board and only when such disbursements is in accordance with the budget of the CBYFP or/and appropriation duly made by the Youth Board. He/she will be one of the signatories of any legal transaction conducted by the CBYFP.
5.e. The Auditor shall be made responsible for checking the financial records of the CBYFP.

5.f. The Public Information Officer (PIO) shall be responsible in the dissemination of all pertinent information of the CBYFP.

Section 6. All officers and members of the Youth Board shall serve a term of two (2) years. In order to provide continuity of service and to preserve the value of able and experienced leadership, officers may be re-elected to serve additional terms of two (2) years, not exceeding a total of two (2) consecutive terms of office.

Section 7. The Youth Board shall coordinate, propagate, implement and integrate the program that might be formulated either by the CBYFP in assembly, the CPBC in assembly or any other entity which the CBYFP has affinity.

Section 8. The Youth Board shall meet once every three months to review and evaluate the work and accomplishments of the CBYFP and to receive financial reports. Whenever necessary, special or emergency meetings shall be called by the President with the occurrence of five (5) other Youth Board members.

Section 9. The Youth Board shall stimulate or promote collectively or individually the involvement of the church and other CPBC-related institutions in support of the programs and activities of the CBYFP.

Section 10. The Youth Board shall have the power to replace an officer upon the latter’s resignation, incapacity, inability to discharge the duties pertaining to his office and to such other duties as may be assigned to him/her by the Youth Board.

Section 11. The Youth Board shall have the power to appoint advisers and organize special committees co-terminus with the officers deemed necessary for the furtherance of the Mission and Vision of the CBYFP.


ARTICLE VI

ELECTION


Section 1. The officers shall be elected at large by the registered delegates during the assembly by secret ballot.

Section 2. There shall be a Nominating Committee as appointed by the President. It shall consist of a chairperson and four (4) members. Candidates for the different positions shall be proposed by the Nominating Committee and presented to the body for revision and approval without the prejudice to the nominations from the floor.

Section 3. There shall be a Commission on Election as appointed by the President. It shall consist of a Chairman and three (3) members.


ARTICLE VII

THE GENERAL ASSEMBLY


Section 1. The General Assembly is the highest policy making body of the organization

Section 2.  The General Assembly and Campference shall be held once in every two (2) years.

Section 3. Quorum.
One half plus one (1/2 + 1) of the total registered delegates of the CBYFP assembly will constitute a quorum.



ARTICLE VIII

AMENDMENTS


Section 1. Any amendment to or revision of this Constitution may be proposed by the Youth Board or by any committee duly authorized by the Youth Board.

Section 2.  The propose amendments or revisions of this Constitution shall take effect immediately upon the adoption or ratification thereof by 2/3 votes of all the registered delegates of the CBYFP during the General Assembly.
